I think they purposely don't make it clear so the first time you send in documents it'll get denied. For example, here is exactly what a senior support agent told me via chat(I copied and pasted it for future reference)

Because this is your first withdrawal, we need a little more information before you can submit a request in the Intertops Cashier. The following high-resolution copies have to be sent in color to documents@intertops.ag:
• Front and back of your Photo ID (document should be government-issued, valid, includes the signature and picture of the holder) - e.g. Passport, Driver's License;
• Proof of address issued during the last 2 months (e.g. recent utility bill, bank statement, etc.).
Once you attached all of the above, make sure you write “Account verification for <your username>” in the email subject line.
We’ll contact you as soon as processing is completed (it can take 5 full business days).
And this is what they said after 6 businesses days

We have received your email with the attachments. We were unable to complete the process as portions of the proof of address submitted was cut off.
We kindly ask that you take clear legible digital pictures of the actual card and email:
- A picture of you holding your Photo Identification to your face. Please ensure that the details of your Photo Identification are visible in the picture.
- A proof of address (utility bill or bank statement showing the name and address registered on the account), issued within the last 2 months.
Please ensure that the entire card/document is visible (no portion should be cut off/cropped). Please note that partially cut off/cropped photos, will not be accepted and will result in delays.
For clarity, please ensure that the documents are of high resolution.
They never mentioned the selfie as a requirement or anything at all about making sure all 4 corners of the document were visible. Either they have piss poor communication on the back end or they do that **** on purpose to delay things even more. Either way it is straight up bs
To avoid future bs I flooded them with pics from tons of angles, tons of selfies and then I scanned everything too. Just so they can't possibly give me any more bs like this. If they do I'll assume they're robbing me
