It is 100% to discourage grinders from playing the micros. Say I'm grinding 200NL and winning 3BB/100 with the 4 table limit, ~$25/hr. Now they lift the limit, I can just play 12 tables of 50NL, probably still be winning 4BB/100 if not more, so ~$24/hr with way less variance because of the softer opponents. If they lifted the limit and say 10% of the 50NL population is grinders who moved down, almost nobody from the original 50NL pool is going to be a winner anymore.
