Gaming compact states - can players from other states play against each other on a common skin?

I'm curious if the states who are part of the interstate gaming compact can play against each other on a common skin?
For instance, does PokerStars have a skin where both New Jersey and Delaware residents can play against each other? The reason I ask, is because, if so, how long before Michigan players (who is part of the compact now) can play against other states too?
