I think 8 is normally fine for most stakes. The summer months tend to be a down period for traffic at most online poker sites. The only stake where I think you can consistently hit the table cap by only playing that stake is 100NL right now. In the fall and winter months you can usually hit the 8 table cap at most stakes for much of the day, especially if you're willing to play both 6max and 9max tables.
In the past I've advocated for a 6 table cap at 6max and 9 table cap at 9max with a max of 9 tables if you mix. I think 8 total is a good compromise, but I wouldn't be too upset if it was 6 total. Caps rarely affect me as I prefer to 4 table most of the time anyway, and more often I'll play less than that rather than more, but there are occasions where I'm in the mood to play more.
Not that I have much reason to care about the profits the network makes from rake, but I wouldn't be surprised if they noticed the drastic reduction when they did implement a 4 table cap for the short time period that they did not too long ago. I just don't think it makes sense to reduce the amount they can potentially make by limiting their limited traffic to pay rake at only half the tables they could be raking at.
If it was 15, 20 or even an unlimited cap then I'd probably agree that a reduction would improve the games, but currently I don't feel like limiting it even further from 8 would drastically improve the games.
What would improve the games is getting rid of the bots, improving security and increasing advertising at social media sites and forums to attract new potential customers in the countries with high disposable incomes.
