People are talking about two different things here.
A) Someone else depositing a check into your account, and
B) signing over your check to someone else to deposit into
their account.

A would never be a problem at any bank (beyond any issues that would arise if you deposited it yourself). I deposit cash into my ex-wife's account all the time (at a bank that I don't have an account at). I've never been asked what my relationship is to her or been asked for any ID (given her name, and the fact that I'm a male, it's pretty clear that I'm not the person whose name is on the account).
B can vary a little by bank. Some banks have varying policies on third-party checks (they don't even have to accept them if they don't want to). In general, it's no harder than writing "Pay to the order of (name)" on the back and signing it, but if you want to be safe, you can accompany the person to the bank when they deposit it.
