This is correct Circle an Coinbase are both considered federal financial institutions so I would not recommend depositing or withdrawing directly to/from Bovada or Ignition.
However, I have on at least four separate occasions withdrawn directly from Bovada to Circle and then into my bank with no issues or nasty grams and my account was not closed. However, since recent restrictions with Circle, I do not use Circle.
Most recently I cashed out $1,100.00 from Bovada to Blockchain.info
Surprisingly enough, this took less than 2 hours to receive the funds in my Blockchain.info wallet. In the past when I would withdraw from Bovada, it would take 2-3 business days just to process the withdrawal. For some reason using a Blockchain.info address removed the funds from Bovada within 2 hours.
From there, I sent the funds over to Coinbase address from Blockchain.info. This took a little longer to receive but was pending for no more than 2-3 hours.
Once I received the funds on Coinbase (Chose to transfer the funds to a BTC Wallet address), I was able to "Sell" the BTC and deposit directly into my bank account.
I had withdrawn $1,100 and after all of Coinbase's fees I ended up cashing out $1,079.63. So I lost approximately $21 for the entire withdrawal process.
Once I confirmed selling the bitcoins and deposit into my bank account, I received the funds the very next day precisely at midnight. So in all my $1,100 Bovada withdrawal took a total of 24 hours or one entire business day. (I had requested the withdrawal at almost 10pm at night).
I will gladly pay their $21 fee whereas with Bovada check by courier is a lot slower, and you can only do one check within a 30 day period before being slapped with a $50 fee for each additional check by courier.
