I'm thinking it counts all of the people who have registered for tournaments, even if they aren't online. The player count goes up once the tournament goes live. As of this typing, 2546 players are left in the $50,000 freeroll, and 2,737 are online.
24+ minutes for that $10 tourney, and still only 27 entrants. More than 27 people would enter if 2737 players were actually online. If casino players counted before, the numbers would be higher than the 100-400 player count I usually see.
Another example of a low tournament player count, even though there's 2737 people online:
$55, $3,000 guaranteed tournament running for almost 40 minutes, and only 27 people entered.
I could understand if this site had a lot of other ongoing tournaments, but there's only 3 tournaments that are accepting late registration right now, and the freeroll is one of them.
