There might not have been "enough" marketing, but getting people to transition from play money chips to real money is notoriously difficult. There are millions of users of Pokerstars Play on facebook/mobile, but it's not just governments/regulators stopping them from switching to real money games. People like free entertainment. They don't like paying for things they can get for free.
In addition, anyone playing on Zynga that was considering transitioning to real money didn't need to wait for Zynga to offer it. Most poker players had already heard of Pokerstars. A marketing campaign doesn't create additional demand if the market is already saturated.
