Actually this is a political question. Two kind of people think that Finland is part of Scandinavia.
Those who wish that Finland was more like Sweden and more integrated to European Union and it's ideologies see Finland as part of Scandinavia.
Others who think that Finland is part of Scandinavia just take it as given from those who want to make Finland less independent country.
Finland is a Nordic country.
