It depends where you are based - but for most players, this won't be effective. Just over a year ago, they moved players from the "rest-of-the-world" over to a Maltese license from the Isle of Man license. The Maltese regulator is literally awful, and
you can't even complain to the Maltese regulator without the approval of the online poker site in question which makes it entirely not fit for purpose in this situation. Under the Isle of Man regulator, you could literally just phone the regulator and complain to them on the phone (or email or whatever).
I don't think that there's any regulatory way to get PokerStars to reply to your emails, but I have proposed an idea that someone might want to try if the company is holding onto your money against your wishes. You can read that proposal online here:

If you're not motivated enough to try that, you're just going to either come up with your own idea or be patient. I assume you are not motivated enough to walk to your local post box and post a letter, and I assume you won't actually do anything about this... but the choice is up to you.
