It's probably a mix of lot of things like good education system and generally smart and atheist population but I think the biggest reason is that it's not that long ago Finland was in a really bad war. People were poor and had not much to eat so even nowadays they don't spend money like in some other countries, even though Finland is relatively rich country now.
Like in a hockey game if some one scores a hat trick, in Finland there's probably one or two hats in the rink while in North America there can be hundreds. They respect money much more in Finland and thus don't want to give it away in a poker table.
