I agree it needs to be a very clear line of demarcation. If your phone leaves your pocket during a hand, your hand’s dead. This might mean you need to physically take your earbuds out if you don’t want to listen to music during a hand.
Getting a call in the middle of a hand is an unfortunate but exceptional circumstance. Unless someone conveniently receives a phone call every time they’re in a big pot (which would be obvious by the third time), I don’t think consistent enforcement is critical. I personally push the bumpers on the side of my phone through my pocket so I don’t have to take it out. Not sure you can guarantee everyone handles it that way.
