Anything other than immediately giving the bag to security or other staff is sketchy. He had several opportunities, but in his own words he was going to work on finding the owner himself.
People that post that we will never know if any money was stolen need to use their critical thinking skills. We will often have incomplete information requiring the use of circumstantial evidence to infer what happened. In this case Zinno taking the bag off-site is what makes me highly suspicious of his intentions. He knows cameras would record this so he brings the bag back with a sus story knowing the owner would never be able to prove how much money was in the bag.
I am guessing nothing will come of this (police have difficulty with even basic cases and this case will be a very low priority) so mission accomplished for Zinno. He is $19k richer and still has defenders in the community claiming we should not assume guilt unless we have video of him taking stacks from the bag and transferring them to his pocket.
