For two main reasons: (both equally as important)
a) If something goes wrong (e.g. cheating, a fist fight, or something else very negative) in the regular part of the casino, the casino can absorb the bad publicity (that's even if there is any publicity about it), because it's one incident out of a large group of customers, whereas if such a thing happens in a live streamed poker game, it is bound to attract negative publicity, thus likely damaging the live stream's brand.
b) There is way more scope for cheating in a live streamed game (RFID cards, inside job etc), so if you're running a live stream game you would preferably not want to have known criminals playing in it.
