I'd say Holland. Friendly people. A country with basic liberal values. People speak good english. Tax free for me as european. Climate is reasonable.

But pretty much every part of Europe where they speak good english is fine by me. Australia/Thailand would be too annoying to visit family/friends.

If you don't mind the climate, Scandinavia is pretty nice.

panama seems to have a lot of the right stuff for what i would want in a country. beaches, bitches, lax m.j. laws and no taxes and only a few hour flight from miami. also i've read the have the lowest crime rate in latin america.
