The 54% figure comes from discussion to tax iGaming offered by casinos at 54%, matching the slot tax. When PA casinos balked at the high tax rate, Scarnati sent that tweet, in effect saying that if the casinos can't do it, the lottery can.
There isn't really a "lottery idea." It could work in other states and it could be just fine, but in PA the idea would be DOA. It would be opposed by all the state casinos, who pay a very high tax rate for their monopoly. Instead, it's really just a push to get the casinos onboard with a high iGaming tax rate.
The high tax rate is also a poison pill that could either kill the bill, or cause the state to have legal iGaming but no one willing to provide it.
