Well assuming that this is just about what pineapple says it is and not about some brand new live-player-insight, we just don't get (trust me, it is not). A couple of misunderstandings:

This doesn't directly have anything to do with the importance of the tournament. Maybe indirectly through "its important to play better in more important tournaments" or "if you can just sign up for a new one you don't only have to think about your expectation in that tournament but also your hourly you can sign up for a new main event". But I doubt that is what the writer means.

Yup, the internet school of thought teaches to call when you know your beat.

+EV means positive expected value. Ignoring small edges because you'll get bigger ones later on if you don't go broke doesn't ignore expected value. It just maximizes your expected value
in the tournament instead of the (ICM corrected)-expected value
