If you want to talk about improving actual security in poker then legislation and regulation are definitely things you want to get behind. Also it would allow the sites we play on to be publicly traded companies which would help (to some extent) prevent the kind of fraud that FTP perpetrated.

This is exactly the kind of nonsensical comment that doesn't move us toward correcting wrongs.
Legislation and regulation won't improve security in on-line poker - these things come in to play AFTER cheating and corruption has occurred.
Agreed, that having the courts deal with cheaters is the right course. But what controls and transparency do the sites offer that can assure lawmakers and regulators that cheating and corruption can't flourish in a new, on-line poker market?
Think you might be confused about public v private companies. One cannot assume that on-line poker providers will be public companies.
