As funny as the english may be, they are probably trying to exploit this security problem in Skype:

Congrats OP for not falling for the scam.
Obviously the Russian English was a dead give away, but still I guarantee 90% + of NVG would've fallen for the "Ok then you agree we block you now?" pressure line.
