Here is a solution to this problem: Sites can embed in these notification emails a unique URL, which a player can click on, and when that link is clicked, further real money transactions are halted. While it won't reverse damage that has already taken place, it will, at least, stop further damage.
Beyond the development cost of this, there does not appear (to me) to be any cost of this. Indeed, it will allow sites to further save costs by reducing the need for urgent review of such emails by human staff.
