How do you account for the massive spread of State-licensed marijuana dispensaries across so many jurisdictions and the complete lack of enforcement that I have heard of against such businesses, where they are operated in accordance with State rules where they are based ?
This certainly was a criminal action in federal court, but why was it brought ? Because the activity involved was not one licensed by the State of California for these defendants under State laws.
The US DOJ press release regarding this joint State and Federal enforcement activity made clear that the bust was against an "unlicensed" marijuana business, not a State licensed and properly operated one.
