"If enforced, the guidelines would limit the games available to the likes of baccarat, blackjack, roulette and sic bo while excluding poker, sports betting, wagers on horse racing and any form of gambling on mahjong and shogi.

However, The Mainichi reports that at least some members of the Expert Committee believe poker should be exempt from the guidelines because of its ability to attract large numbers of people to IRs, including foreigners.

Professional poker player and WSOP bracelet winner Naoya Kihara said, "Many gamblers go to casinos for the sole purpose of playing poker. If an international competition were held at an IR in Japan, it would attract a large number of people from the world through a synergic effect with tourism."

Head of the Japan Casino School, Masayoshi Oiwane, has also come out in support of allowing poker to be exempted from the rules – dismissing suggestions the game is harder to manage than traditional casino games.

"It’s clear who the winner or loser is and it's easy to control the flow of money,” he said.

The government is due to establish a new Casino Management Committee in the coming weeks who will make a final determination on what games would be allowed in Japan’s IRs."

The bill passed, I think the matter is awaiting further laws/rules on Integrated Resorts.

Poker is not popular at all in Japan. I used to live in Tokyo and there are some poker organizations where you can do live play money cash games or tourneys where you can win prizes or entries into live tourneys in Macau/Korea/Vegas, but it's very niche. I remember reading a news article where they interviewed the first Japanese player to win a bracelet and he said that even if casinos were legalized, poker likely wouldn't be.

Right now the first bill to legalize casinos passed but there are no regulations for them yet so nothing can be done. Originally they wanted to have casinos running for the 2020 olympics but at this point they're saying they won't be up and running until 2022 or so.

But it would be nice if poker did pick up and there is a new poker boom in Japan. It is a rich country with a populace that loves to gamble. Right now technically gambling is illegal but you can still bet on lotteries, horses, bicycle racing, mahjong, play pachinko/slot machines or play in illegal yakuza underground casinos.

Are Japanese people overall just not that competitive?...is that why they aren't drawn towards a game like poker but still like to "gamble" on other mindless crap?
