Did someone actually calculate this rakeback decrease (from 30% to 4%)? Or is it a guesstimate?

We need a good mix of maniacs, recreational, old tight guys, semi pros and pros. Not just tables full with 16 tabling break even players who rip apart fish in minutes. **** the break even rakeback grinders.
Break even rakeback grinders do not "rip apart fish in minutes". They are break even players, they are moderately okay against fish and loosing against good professional players. I don't think mass-tabling rakeback professionals ever caused any real problems for recreational players to play apart from longer time-banks (which can be resolved by tonns of things that are not rakeback cuts).
On the contrary, if a fish wants to gamble in high-stakes turbo/hyper sng there was always a game for him there. He could take his chances against regulars and frankly his chances were okay in those formats where being a winner actually means having like 1% roi over gazillion of games. Now that you woo away these kind of professionals there gonna be much less games for fishy players to try their luck in.
Same with zoom tables. Where do you think recreational player would rather jump in to gamble away his Friday's 100 bucks, in a pool with 100 entries or in a pool with 10 entries from 3 suspiciously professional looking players? Well now you are going to have pools that will have much less entries and they are gonna look much scarier for fish players. And they will be, because only top winners will be able afford to play these games.
So to me it looks like Pokerstars is stepping on its own throat.
