Maybe it is ok to advertise as they need that to capture new customers, (who obviously by definition are not gambling addicts yet, and maybe not many of these new people will turn into an addict due to better checks and other processes etc. that didn't use to happen), whereas current people that are already gambling addicts, of course already know which gambling sites are out there and so the current adverts aren't really for them as much?
