Depends on what you mean by soon. If you mean in the next month then probably not. Once they have a regulated site or two up and running then some of the unregulated sites will certainly stop serving the state while a few others will continue to unless, or until, they feel it's not worth the hassle.

what do unregulated sites care if other sites are running? arent they already breaking the law. what does it matter to them?

I think Stars will open up very soon. Right now the sportsbook is priority because of NFL but GTO move is to then get poker room running because they know poker players and sports bettors are birds of the same feather.

I'm sure some sites will be more compliant than others.

If you read the first post of the "Where can US players play?" thread, you'll see there are still sites listed under NJ - but it is the shortest list.

They don't care until they receive notice from a government agency telling them to cease operating in their regulated state and that they will take action against them if they don't.

The state of New Jersey went to such lengths that Bovada/Ignition/Bodog no longer has a gaming license issued by the Kahnawake Gaming Commission that it had been operating under for several years.

BetOnline/SportsBetting just stopped accepting customers from New Jersey. It probably came after the sites received a notice from the state.

Several sites stopped accepting customers from Australia in the last year because they implemented a strict no unregulated online gambling law. The government agency responsible for gambling regulation there sent out notices to several sites telling them that they needed to stop operating in the country.

If the unregulated sites think that they can continue to operate without much consequence then they continue to do so. If they don't think it's worth the hassle then they stop servicing those places. Some of the sites are willing to put up more of a fight than the others.

It has to do with the interaction between U.S. federal anti-gambling laws and state law. Much of the enforcement authority of the federal laws doesn't kick in until there are violations of state law. So some of the foreign poker sites continue to take players from a state until a new law kicks into operation which expressly makes it illegal on the state level to do so. They are mainly afraid of the long-arm of enforcement by the U.S. Department of Justice, as it was exercised in 2011 against pokerstars, fulltiltpoker, et al, and their potential federal criminal liability.

All the nj sites except the sole site that pooled with nv allow huds (wsop). It is against regulations in NV but not any of the other states
