I don't know. It may have been the sites were voluntarily not making their sites available to NJ, either at the request of the state or on their own. However it occurred, it would show that it was not available to NJ.

I imagine if it happens like that the site would give players until X day to withdraw the funds; sure some sites could cut n run but a bigger site like Bovada/Ignition associated with one of the biggest sportsbook gambling operations in the world (Bodog) probably wouldn't want users knowing they stiffed an entire state worth of players' and took their funds. Could cause mass withdraw panic in other locales.
I recall hearing NJ gave Bovada/Bodog such a hard time and tried to get other locales to ban them AND coordinated with the gaming commission that regulated the site that Bovada/Bodog voluntarily gave up the gaming license from that commission to continue offering services. And they grandfathered in existing accounts based in NJ. Basically NJ was working with other jurisdictions and gaming commissions to threaten to make the site disappear everywhere if they kept offering accounts in NJ.
