I've worked with downloadable poker software, more advanced no-download poker operators, decentralized blockchain poker operators, mobile app poker operators. I've also worked with the law around all of these.
My read is that what you posted is a more of a fever dream than a perception of reality, past present or future.
Sorry, poker is entertainment for most participants, a livelihood for some, and NOT anything like a government. There ar markets which provide services that participants desire, that is not a government. As technology evolves, those markets characteristics do evolve, but for VERY few participants is Poker more than a game.
