6max and 4max tournaments were first played online last I checked. No 6max tournament ever had a 7 handed final table until a live TD got a hold of the format.
I don't think it should happen in 9 handed tournaments either, but tournament directors use the term nine handed to refer to all kinds of combinations of 9 and 10 handed play. Some tournaments are "9 handed" tournaments where 90% of the play is 10 handed.
Taking shorthanded formats and adding players is something else entirely.
The real issue here is that you can come up with a logical reason to add a player to any of the formats(4 max,6 max, 9 max), but the reasons are different for each format. The reason you would add a player 9 handed isn't the same as the reason you would add one 6 handed.
Which leads me to believe the addition is arbitrary in at least some of the formats.
