They take the same seat from another table to fill in the empty seat from the short table. So the 4 seat busted at short table, moved Ben from the 4 seat, then the 4 seat busted again, so Ben has to go back. Whoever filled the 9 seat was the nine seat from another table
Some places take the person in front of the BB
Edit: I stated it a little wrong. On my phone so don't feel like typing it out. Not completely random though
