If Russians regs want to come to a reg infested market with small liquidity (reading what i see above) , we welcome them, they show for a start not to have a very good perception ability.

And dont worry when you see you cant win you can always go back , the others are not going anywhere because they cant.

A very considerable % of the players in Portugal are regs , playing in tables with 1 fish for the last 6 months.

The only problem are Soviet nit bots, they will destroy this network just as they are destroying online poker everywhere. I was planning to move to Italy to play when the shared market agreement was reached, but now there is no real incentive , it's a site like any other, even a bit on the reggish side.
I am trying to grasp the Pokerstars motivation for this surprising move. I guess one motives is getting traffic as high as possible so Winamax stays faaaar behind. A penny from russian nits, 3 pennies from casino games, Stars success formula.

Actually not , Portugal is one of the Countries in Europe with bigger Reg % (you probably dont know , but Pokerstars always said Portugal was a priority in oficcial statements , they know
what rake they made when the market was open)
even though small it has a considerable amount of pro and semi pro players , MTTs , Cash , HU , you will see many of the best players in the last years are from here , many are playing around Europe waiting to get back , ofc a 10 million country cannot compare to the USA with 300 million , im talking about the ratio per player
ATM here you have tons of decent/average players who surely are not going to be a lot profitable to play against even if you are good.
Just sign up and try it out , should take 2-3 months they say.

If I have a stars.FR account, and played on stars.fr until jan 2017 as a EU citizen, is it now OK to start play with it again? And would there be any reasons at all to create an .ES account instead?

If you play from .fr your rake tax goes to France.

If you play from .es your rake tax goes to Spain.

That's the difference. Spanish tax is less heavy and a bigger % of the winnings goes to stars, that's why they want you playing from .es.

With the chest system it's impossible to track, but the expected worth of chests/promotions is probably also higher at .ES because of the lower taxes.
