According to Steve Ruddock in the OPR article linked in the original post, PokerStars is the "big loser" as a result of the compact due to "bad actor" language in Nevada that blocks it from participating in that state's real money market in perpetuity.

"Meanwhile, PokerStars stands to be a big loser. Current iGaming law in Nevada (with“bad-actor” language) appears to preclude that online poker operator from serving the state into perpetuity. Barring a change in the law, which is unlikely to come, PokerStars is probably shut out of benefiting from the compact."

Man, this seems like awesome news. I play on wsop in Nevada (the only site available) and the games can be good but definitely lacking players if you like volume. Also just a great sign for the future.

Thats a good point. I think its actually illegal to use a hud in Nevada and there's no hand historys. I wonder how they will deal with that.

It wouldn't be fair to let NJ play with HUD and ban it in NV.

Hoping this means that NJ players can play the online wsop sattys that run in NV during the summer.

As long as everything gets settled by then, I don't see why not.

I don't rejoice in Stars being shut out. Sure, they have done things that have negatively impacted the players, but so have the US-based casinos in the form of supporting harmful legislation that has got us to this point.

If the above is just a wash (very doubtful) and all sins are absolved then I vote for the company who has proven to be head and shoulders above in the software department. Maybe good news like these pacts will inspire a bit of software investment

its hard to imagine that Stars did not have some sort of seat at the table as this was all going down. At a minimum pumping some lobbying money into Gov Chritie and other chronies campaigns.

Not that stars had any kind of say or vote, but dont you think they spent some money to affect the process and maybe soften up NV. would be surprised if Stars doesnt soon announce some sort of path forward with company licensing in NV.

on the other hand, Ive been surprised before on all sorts of things. For example Hellmuth pawning Polk and jungle HU was surprising and more importantly quite hilarious to watch

A significant point that was mentioned in the NJ press release that everyone is glossing over. According to NJ law all games must be run on servers located in Atlantic City. It would take a state constitutional amendment to change this. So for Nevada residents to play against New Jersey players those games can only be hosted on NJ servers. Does this mean Nevada is going to allow 888 to shut down their Nevada operations or will Nevada players have to choose between local tables and shared tables? This agreement may look promising but may be derailed when it comes down to the details of implementation.

This is why the earlier negatiations between NJ and the UK et al. regarding shared player pools broke down.

Good catch. I haven't read anything so far that offers an answer to those questions, but the news is still only 24 hours old.

Potential implications of this deal (from Kevmath & Steve Ruddock on Twitter) could mean that MGM applies for a license in Nevada to eventually pool its Nevada players with Party/Borgata in New Jersey. The Borgata is a property of MGM Resorts International.

Ruddock has also posted on social media that he believes a "reasonable" timeline for NV/DE/NJ player pools to become a reality is 6-9 months.

EDIT: Also, here's a separate Tweet pointing out that PokerStars would have to partner with a Brick & Mortar casino in Nevada along with a reference to how bad actor language "precludes" them from entering the NV market.
