No, it's quite different. In Peru the prisoners actually control everything. The prison is like a small city with neighborhoods and the guards are outside this city. They really have no control over anything. For instance if someone fights, no guards are there to break it up.
In the U.S. the guards still have some power and control over the prison and the prisoners. It's also not optimal, but the conditions are still a lot better as in Peru.
