Should iPoker "Skins" only let you sign up once? Should iPoker "Skins" only let you sign up once?

Due to disliking the withdrawal process of a iPoker skin i play on i decided to change to one of the higher profile skins after reading up on how quick they work and also contact you if having any problems.

However i also noticed that i didn't have a account on the skin (thinking iPoker accounts are all the same) so i made a new one and realised im playing the exact same players i was playing on the other skin. Is this not a exploitable system?
Am i in the wrong for signing up on a different iPoker site? (Is it in T&C somewhere) Or can people really make a account on every iPoker skin and essentially multi account under multiple names and also bum hunt MUCH easier as people will no longer know your new account name?

Its not like FTP/Stars where the pools are different and having a FTP/Stars account with different names means you play only FTP players or Stars Players, While iPoker i can make i presume 10-20 accounts across the network and play the exact same players on every site! Has this been brought up before? I find it astonishing. I also guess if you get banned on one skin you can just move to another and they pay no attention? Quite disgusting.

Merge is the same way but you can only have one skin running at a time, I'm assuming iPoker is the same way .

Signing up once on a skin makes sense, but not limiting to one skin ever.

If I were in charge, I'd limit it to 3 accounts in the last 2 years or something like that.

It's a trade off between "having a choice to leave a skin that isn't meeting your needs and finding another that does on the same network" and "nobody needs a bunch of accounts on any network in a 2 year period, a lot of bad and very little good comes with that." 3 seems fair from an outsider's perspective.
