In that latter sense of foreign policy, no, the United States is not an example of "exceptionalism"; but within its borders, as a place to live, I would stack it favorably against most other somewhat multi-racial and multi-ethnic countries.
(The lack of universal health care is the glaring comparative deficiency in my limited, privileged, white, educated male experience. For example, racism is real, and was especially noticeable to me where I grew up in Southside Chicago, but is not unique to the US.)
