There doesn't need to be proof of a crime for it to be reported.
I'll tell you why it should be reported to the police so that you can understand a little better.
Imagine OP is the 50th guest this month to have money stolen out of his room. 50 times money is taken from hotel rooms yet the police don't know a thing about it because it goes "unreported".
Now let's turn things around a little and do the sensible thing here - everytime money is stolen, report it to the police. It doesn't take Miss Marple or Sherlock Holmes to work out that the Hilton have a huge problem with theft given that's the 50th report this month. Even the most detectively challenged policeman will join the dots and see that the Hilton needs to be investigated.
It's like anything in life. Reporting bugs on holdem manager. Reporting bugs on pokerstars software. Reporting theft from your hotel room. It should always go reported. You don't need "proof".
