How widespread is collusion?

Hi all
I don't usually post but am being put off internet poker as 4 times this year I have received a small refund from PS due to collusion/chip dumping.
It is making me wonder if collusion/chip dumping is rife in small stakes SNGs (I play 9,18,45 and 180 man) and if it is making the games unbeatable.
Have others experienced this?
Also, in this case PS told me they didn't ban the players as they felt that they weren't aware it was against the rules - I find this ridiculous as chip dumping/collusion requires some effort and planning (such as making sure partner is in the same game) and everyone knows it is wrong.
I'm aware that games are getting tougher and that some say SNGs are effectively solved but I am wondering how widespread collusion is.
Any others experienced this? I'd be grateful for any insight as starting to think they are a waste of time!

I've been playing small stakes SnGs on PokerStars for close to 10 years as well, and I've never once received a refund due to chip dumping. So it's probably not that common.
I should also say that I don't ever recall seeing an obvious case of chip dumping at those stakes, outside of the occasional (ok, quite often) bad play.
