Re: House Financial Services Committee Markup on HR 2267 (roll call vote at 3:20pm)

I'm starting to see the glass half-full. Even if the regulations say we have to be 21, pay our child support, deposit with nothing but prepaid cards/accounts, etc, that's fine because there's still a ****-ton of us out there. And just because we fit in that category doesn't mean we are good at poker. Even the most responsible of us are still degenerate, this is the USA. We'll fill those sites, and to be honest, I wouldn't mind playing with a RNG THAT I KNOW is US regulated.

If this passes, online poker will be legal in states that don't opt out. Right now a companion bill charges a 50% deposit tax for those that play on unlicensed sites (i.e. in an opt out state)

It is a very open question whether FT and PS get licenses. The tenor of the hearing was negative towards that today.

There's no law currently banning online poker in the US. The US Department of Justice and other government agencies consider Internet gambling illegal.

The bill is to license and regulate Internet poker and gambling. Amendments of the bill state that Internet gambling sites that "illegally" broke the laws are not to be considered for a license.

I'm assuming the states that will choose to opt out will include states like Nevada, Connecticut, maybe California, those places that have casinos that are powerful with the state's legislature?

Which legislative bodies decide that their state will opt out?

"Illegally" is the key word here, both Stars and FTP are licensed. They would not have pushed so hard for this if they didn't think they were included (at least this is what I have been told).

Look at France as an example. Stars I believe was the first to open their doors to French players.

First roll call vote is on the opt-in amendment by Baca.

Defeated 37-22

Second vote is on a Bachus amendment:

Defeated 43-22

IANAL but I think that even if Stars and FTP get counted in the ban, they'd still be able to sell/rent their brand and software to someone else.

If online poker does become regulated in the USA will that mean you guys will end up like France and Belgium in that only Americans can play together?

I would think software should be able to be sold/leased through a third party.
