if you are delinquent on child support you are not allowed to leave the country and they will actually stop you at the airport so there are already lists like this.

This is a committee. They are amending and preparing the bill (if it passes though the committee) for presentation to the House of Representatives where it gets voted on. If approved it goes to the Senate for approval, then the President for his signature.

Long way to go.
