I doubt it. I think eligible refers to someone who actually had a real account on Full Tilt with money on it. Some people who are busto have already said they are applying for remissions. Myself and most logical thinking people think they won't get anything. Also, some people who have never even played on Full Tilt will probably apply. Those people will be ineligible as well.
My personal, not-professional guess is that the states issue won't come up because (1) it didn't come up when Stars reimbursed its players and (2) Full Tilt was operating BEFORE any state (or federal) laws were passed, so you have funds and play pre-state laws and post-state laws and I don't think there is any realistic way to reconcile that. I would bet a ton of lawsuits and motions would be filed if they tried that.
