Without getting into a deep discussion about this, they need to set penalties for illegal gambling to be stiff enough to dissuade people from doing it, since it's so potentially lucrative.

If the upside is making millions of dollars, and the downside is a slap-on-the-wrist misdemeanor conviction, many are quite willing to take that chance.

This is why I have limited sympathy for those busted running for-profit, illegal gambling operations. They knew the risks when they did it, and they were able to make easy money with very little competition, only because the rest of us don't want to go to prison. When they land on the other side of that equation, I can't cry too hard for them.
