I think you are confusing when the Bill became law (2006) with the final deadline for banking compliance, December 2009. If memory serves me, I think that(mandatory compliance) was even delayed until June 1, 2010, but the law was already in effect for years.
As for your comments about the FTP/PS lawyers stepping up to challenge the UIGEA now, that ship has already sailed imo. The UIGEA counts are the least of their problems in the current charges they face. The bank fraud, wire fraud and money laundering charges aren't nearly so easy for them to defend, even if only half of what the DOJ claims to have as evidence is true.
It's a shame really, because had any of those major sites decided to take a stand and bring the UIGEA fight to the courts here, they would have had the full support of US players. There are a lot of concessions that their US player base would have been willing to make over the last couple of years to help them do that.
Sadly, they determined that they had too much to hide that would have come out on the record, and it only got worse with passing time.
I wonder how much, especially in the case of FTP, they regret that decision now.
