in particular the first paragraph, which gives the rationale for a delay, you'll notice that the request is by the "Government" and it doesn't mention negotiations or discussions between the parties being a reason for a delay but "certain ongoing settlement communications." That may be a lawyerly description of the transmission of the terms and conditions of a proposed settlement to DOJ Washington for approval. In effect, Eric Holder, AGUSA, has the final word on settlement.
