With the scenario I gave her she explained that it was 2 different IRS investigations and that a lien of that size is usually aggressively and quickly dealt with

If all assets are sold and there is still substantial debt then its a by case basis on wether jail is in the mix.... If a person has no work history or reasonable way to aquire income then its more than likely a judge will give prison time.

If he has a lien on his home, they wont take a primary residence. He cant sell the house and if he does IRS gets the money first!
