I think the majority of posters in this thread have never taken a philosophy or economics 101 course.

trying to get all the regs to sit out is exactly like a version of Prisoner's Dilemma.
I actually have experience with Prisoner's Dilemma in a real world business setting and I can tell you 100% that it plays out exactly as theory predicts.
The day you try to get all the regs to sit out, is the day 25% of regs purposefully decide to play because the remaining 75% are gone
Even though logically the long term benefit outweighs the short term benefit, it is human nature to not be able to overcome short term greed and gains.
So yeah, no way you get 100% of regs to sit out when the act of them actually sitting out means the games become super juicy...
But I will say, in theory, it's a good idea. UNfortunately, you are dealing with people and people suck
