If you want to bet, you should propose the terms. If you say "Make me an offer and I might consider it" it sounds like you are possibly just waiting for someone who isn't up to date on current lines or is just an idiot who will propose ridiculous odds in your favor. And then you'll decide to accept. Current lines and other not-so-appealing offers then will not be "considered".

Not against the rules, but certainly against etiquette.

If you notice, jungle wanted action too but his first question is "what's the current line?" This is a much better way to start the wagering process.
