I really don't think after you have been raided that your employees are going to continue on with the "business as usual" theme today.

Pure speculation, but I'd guess this is part shakedown/part making sure no one is clearing stuff out and leaving locals unpaid. Between the things Chuck Kidd said on QJ, and those internal UB e-mails, probably just a look around type situation. Likely not doing the Doj's bidding, but protecting local interests, and somewhat of a warning.
I've been told (cannot confirm, just a random from the field) that IDS employees (the 2.75M) were paid but that TBT employees (UB/AP MarComm offices) have not been paid. Much smaller amount.
It means America is cracking the whip and the Costa Rican police is doing the dirty work.
they arent working for americans they are working to protect the rights of the employees of UB/AP. unlike america where the police only work for the government and rich people.
