How about a little 'can do' attitude. There's only one way to know for sure and that's to try
I imagine there is some sort of way to query hand histories based on different criteria to narrow the possibilities down? If not, one of the developers may be able to do it with little effort.
Just search for hands from DoNs on that date between 19:30 and 19:40 las vegas time where seat 9 is the button, seats 3 and 6 were eliminated, UTG VP$IP, seat 8 raised and UTG has at least one face card. That should return a small enough sample for review. If it doesn't return a small enough sample to work with at least you tried. It shouldn't be too difficult to pull in the info.
If it does return a small enough sample then you check the UTG players to see if they play with any other players more frequently than normal. I hope you have some sort of tool to figure that out. If UTG player does play with any players frequently then review their play for anything suspicious. That doesn't guarantee it's the player in the photo but if you find any suspicious activity as a result then that's not a bad thing.
Knowing the IP address may not help because as others mentioned some of the computers are likely connected to other networks. Also, according to the borders websites Wi-Fi is provided through Verizon for that store so it's going to be a verizon IP address that probably won't help much anyway.
