The thing with reading that CIA report or similarly, a lot of "quantum consciousness" type of things, is it is filled with unjustified crackpottery. Technical terms are thrown around and used improperly. But, the real issue is that they use the terms to build a philosophy of mind that isn't wholly connected to anything empirical, but is defined by very much empirical language.
In the end the evidence for the project is that they are able to increase pain tolerance by playing patients meditative music they've designed to "sync brainwaves". Which is a fine result, no one doubts the mental and physical affect each other. But show me the EEG measurements of the brain waves in those papers to demonstrate the "syncing" mechanism, if that is their claim, to get something stronger than just a report of a statistical decrease in the amount of fentanol they had to give 74 guinea pig patients. Certainly none of this justifies 10 pages of rambling about energies, random space-time diagrams drawn in the shape of an egg, holograms, quasar jets, and experiences that transcend time and space.

I expect most can see crackpottery/perpetual motion machines aren't justified by someone playing around with adding and multiplying numbers in the base 10 number system.
