Actually, I think it's the other way around: if the chip dump happens into the money, the extra chips are worth less, not more. This is because some of the money was already given out, so each chip corresponds to less of the prize money. So refunding 1% of the buyin (in other words, 5$), to each of the tournament entrants is actually sufficient compensation in this case as well.

Jeez. Results-oriented thinking galore. These hypotheticals don't matter as far as EV is concerned. Appropriate refund is one that considers EV, not "the best thing that could have happened". And, amazingly enough, the appropriate refund is roughly 5$ per entrant. This is what all the drama is about.
