However, given that he is in federal custody, it was a release to the federal detainer. Where a detainer exists, MANY jurisdictions will release someone at the initial release vote simply because it means THAT jurisdiction no longer has to pay to house someone.

The feds, on the other hand, did away with 'parole' many years ago...now it is pretty much a requirement to serve roughly 85% of the sentence. There are minor reductions that can be had for certain programs, but this does not sound like a case where RDAP will be an option...

This seems 100% correct to me. I do not know what the federal sentence is but serving as much as he served in NJ (especially given that sentencing in NJ probably gave him credit for all of the time he was in jail either in NC or NJ) NJ would be pleased to send him to the feds.

I just have questions regarding this event. I was in 4 bullets. When i found out the tournanent was rigged i called the casino to ask for my refund i was told that i was not playing in the same room with the dude who rigged the tournament. Therefore they did not refund my money back. I recently read article that the casino agreed to refund $60 of each buyin ($500) for all entrants. I haven't recieved any refund since this incient happened. Is it too late to ask for it since it's been 4 years? Does anyone know exactly which room Lusardi played? Is there any article or source which indicates the room where he played? This way i can check my buyin receipts because I found it hard to trust what the casino employee told me on the phone. I deserve my money back. Please help.
